STAFF FINDINGS RELATED TO THE PROPOSED IMPORT OF 500,000 KILOGRAMS URANIUM ENRICHED TO 5.0% U-235 (ISNM87008)
Edlow International Co. submitted an application dated January 14,1987 for a license authorizing the import of 500,000 kilograms of uranium enriched uo to 5.0% U-235.
The material will be imported from various countries for fabrication into fuel by U.S. fabricators, and ultimately will be used in light water nuclear power reactors in the U.S., the EURATOM Community, Japan, Taiwan or South Korea.
Thousands of tons of low-enriched uranium are transported within the U.S.
annually and this practice has been going on for many years without a significant incident.
This proposed import represents an extremely small percentage of the total uranium transported each year in the U.S. and would not result in any significant change in the probability of a cotential accident involving uranium.
The proposed import conforms with the standard provision.s that have governed i
shipments of normal and low-enriched uranium for many years with no significant impact on the environment or the general public.
The staff finds this importation will not be inimical to the common defense and security or constitute an undue risk to oublic health, safety, or to the environment.
