5 affirmation, and the Secretary will lead us through those two 6
items.

Before I do that, Mr. Chairman, I wonder if the commission would vote'to hold these two idems on less 8

The first item is SECY 87-223, imports of 15 South African origin uranium..The Commission is being. asked to-16 act on orders which would resolve challenges to pending 17 applications which seek authorization to import South African-i 18 origin uranium, and existing licenses which authorize the 19 import of South African-origin uranium.
i 20 The Chairman, Commissioners Bernthal, Carr:and Rogers 21 have approved two orders, with changes proposed by' Commissioner 22 Carr.
The first order concludes that'(a) the-import of uranium 1
23 ore and uranium oxide of South African origin are barred, 24 us-regardless of.their intended end use; (b) imports of uranium

25 hexafluoride and other forms of uranium lare not barred; and;(c) 1

Affairs will,act on pending import license applications' based 8
on the guidance in.that order..
9 The second order deals with requests to revoke 10 existing licenses for the importation of South African 11 material.
It refers to the first order, and directs the 12 Government and Public Affairs Office to review existing 13
~..
licenses and to issue immediately effective orders,to revoke, 14 suspend or modify.those licenses as necessary-to. comply with 15 the first order.
i 16 Commissioner Roberts was unavailable'to participate 17 in this matter.

The second item is SECY 87-212', deferred' 3
plant policy statement.
The commission is being asked to act 4
on a final policy statement for deferred plants..The statement I
5 presents the NRC policy with regard to procedures that apply to 6
nuclear plants while they are.in a' deferred status, and while 7
they are being reactivated.- Procedures for maintenance, 8
preservation, documentation requirements and applicability.of 9
the-new regulatory requirements are addressed.
10 Chairman Zech, Commissioners Bernthal, Carr and' 11 Rogers have approved the policy statement.
Commissioner 12 Roberts was unavailable to participate.
