This is in response to your letter to me, dated April 10,1987, Stephen Miller's letter to me, dated April 14,1987, and Mary 3o's letter to me, dated April 14,1987.
I. Your letter to me, dated April, 10,1987 I am disappointed that Mr. Lieberman did not receive some of the attachments to my letter to Mary Jo, dated April 8,1987. Since 1 put the letter and the attachments together myself and lef t them on Kathy McCleskey's trial table in Hauppauge at the end of a lunch break, I am confident that I delivered a complete package. Nevertheless, I will address Mr. Lieberman's requests in the order in which he presented them to you in his letter, dated April 10,1987.
- 1. Node map - see Exhibit 9 of " Direct Testimony of David T. Hartgen and Robert C. Millspaugh on Behalf of the State of New York Regarding LILCO's Reception Centers"
( April 13,1987), hereinaf ter referred to as the testimony.
- 2. Input data - the link reports, network listings, traffic percentages (see item 10 below) and map of " Traffic Volumes on Long Island"(see item 12 below) set forth input data.
- 3. Trip tables - a computer printout is attached hereto.
- 4. Time window - the time window is one hour, described further in the testimony.
Sa. Basis for input traffic volumes - EPZ evacuating traffic and background ' traffic are calculated according to procedures described in the testimony. Further information,
- embodied in a document captioned " Summary of Background Traffic," is attached hereto.
Sb. Layout of zones - the zones are LILCO's zones'of the EPZ and the three reception centers.

- 11. Stephen Miller's letter to me, dated April 14,1987 Steve's letter states that Mr. Lieberman desires certain information about traffic signal setting documents. All of the information pertains to locations where Sunrise Highway intersects Babylon Tpke., Merrick Ave., Newbridge Rd. and Bellmore Rd. We hope that the following information is helpful.
NL means non-lock, which means that the vehicle detectors at those intersections have no memory. Once a vehicle leaves the detector, the call for the green goes off.

L means lock, which means that the vehicle detectors at those intersections have i
I memory. When a vehicle leaves the detector, the call for the green stays on.
VR means vehicle recall. VR insures that an initial green occurs in every cycle.
l Offsets A, B and D refer to the progression of the signal in the signal system for l
three different times of day:
a.m., p.m. and the rest of the day. The A and B in of fset A l
and of fset B have no relationship t the A and B in the charts.
Initial Green is the time it takes for the vehicles between the detector and the signal to start moving.
Max time is the maximum amount of green time allotted to each phase.
