JAMES M. TAYLOR'S LETTER TO S. A. WHITE l
DATED JANUARY 28, 1987 SEQUOYAH NUCLEAR PLANT (SQN)
Sample No. 54 (NCR BLNEEB8307) 1 The third NCR revision included distribution of the NCR to the other TVA nuclear projects as required by Engineering Procedure EP 1.52 (Ref. 54-1) for investigation of the generic implications.
The Browns Ferry and Watts Ba" Nuclear Plants responded that they reviewed the situation and determined that the condition does not exist at those facilities. The Sequoyah Nuclear Plant did not respond.
The third revision of the NCR documented 'Ref. 54-11) the responses. The Bellefonte engineering project staff considered that their i
efforts were completed.
It is the responsibility of the Sequoyah staff to track the completion of the EP 1.52 requirements for the facility.
The inspection team contacted the Electrical Engineering Branch (EEB) nuclear staff who concurred th'at Sequoyah was responsible for tracking completion of this item.
EEB contacted the Sequoyah staff who were unable to provide 1
documents related to the review of this potentially generic condition.
The inspection team did not discover any situation where Sequoyah had failed to properly specify class lE where required; however, a more complete documented review by TVA is needed.
TVA Response l
l The specific condition documented on nonconformance report (NCR) BLNEEB8307 was evaluated for applicability to SQN, and the condition was determined not to be applicable to SQN.
In the fall of 1986, a total of 249 "Whole' Class 1E replacement devices, procured by Power Stores for SQN was reviewed by Division of Nuclear Engineering (DNE) in response to SQN Corrective Action Report i
significant condition report (SCR) BLN-CAR-86-09.
The conclusions were that documentation on hand was not sufficient to verify seismic qualification for the Class lE mild environment applications.
Further efforts by DNE resulted in documentation from vendors or testing facilities to verify qualification or 1
an Engineering Change Notice existed for replacement of unqualified equipment of 242 of the 249 devices. Problem identification reports (PIRs) and SCRs were generated by this effort as listed below for the remaining seven devices.

PIR SQNEEB8664 - (2 devices) i SCR SQNEEB8667 - (2 devices)
SCR SQNEEB86163 - (2 devices) l SCR SQNEEB86184 - (1 devices) i TVA's initial March 23, 1987 response on this matter committed to complete corrective action on the above-listed Conditions Adverse to Quality (CAQs) i before unit restart. After further review of these conditions in light of the i
" piece parts" issue and the SQN restart criteria set forth in Volume 2 of the Nuclear Performance Plan, it has been determined that PIR SQNEEB8664, l
SCR SQNEEB86163, and SCR SQNEEB86184 are not part of the " piece parts" issue; l
and corrective actions for these CAQs are not required for unit 2 restart.
