South Texas Project Electric Generating Station Unit 1 i Docket No. STN 50-498 Proposed Revision to Technical Specifications Standby Diesel Generator Acceleration and Equivalent Frequency 1 a Pursuant to 10CFR50.90, Houston Lighting & Power (HL&P) hereby proposes 3 to amend its Operating License NPF-71 by incorporating the attached proposed J change into the Technical Specificat. ions, NUREG-1255, of South Texas Unit 1. l Specifically, the proposed change to Technical Specification 4.8.1.1.2.a.2) will correct the minimum rpm speed requirement for the diesel generator. The proposed change will make the frequency requirement of 60 1 j 1.2 Hz within 10 seconds of a diesel start consistent with the minimum rpm requirement.

The proposed revision to the minimum speed requirement is based upon its original relationship to generator frequency. Technical Specification 4.8.1.1.2 a.2) allows a 60 1 1.2 Hz tolerance. The relationship between generator speed and frequency is defined by the equation of:

Generator speed (rpm) is equal to sixty times the l generator frequency divided by the number of field pole pairs.

The change to 600 rpm nominal will accommodate a i 2 percent tolerance for diesel generator speed.

H14P has reviewed the attached proposed change pursuant to 10CFR50.59 and has determined that it does not represent an unreviewed safety question. The i basis for this determination is discussed below.

Effect on Design Basis Accident.

The. change to the minimum speed requirement will not increase the probability of an accident previously calculated in the FSAR, Chapter 8 in the FSAR does not address the minimum speed requirement. Technical Specification 4.8.1.1.2.a.2) allows a 60 1 1.2 Hz tolerance on frequency which ]

indicates a speed tolerance of 588 to 612 rpm. The bases for 60 1 1.2 Hz is .j derived from Regulatory Guide 1.9 which states in section C.4 that frequency j (speed) should be restored to within 2 percent of nominal, and voltage should be restored to within 10 percent of nominal within 60 percent of each load-sequence time interval. It should be noted that in standard Tech Specs i the minimum speed number is entered by the licensee.

Potential for Creation of an Unanalyzed Accident l

This Tech Spec change will not have any effect on the consequences of any accident since Tech Spec 4.8.1.1.2.a.2) allows a 60-1 1.2 Hz tolerance on frequency of the diesel generator and.is derived from Regulatory Guide 1.9.

Effect on the Margin of Safety Since the proposed change only brings the diesel generator minimum speed requirement to within the frequency tolerances identified in Technical Specification 4.8.1.1.2.a.2) and Regulatory Guide 1.9, there is no impact on the basis of the Technical Specification. Therefore, the change does not l reduce the margin of safety as specified in the basis of any technical l specification.

l Summary and Conclusions Based on the foregoing assessment, the change proposed herein is considered safe and does not represent an unreviewed safety question as defined in 10CFR50.59 since it does not; j

1. Increase the frequency of occurrence or the consequences of an accident .

or malfunction of equipment important to safety previously evaluated in l the safety analysis report; .

Significant Hazards Consideration j In accordance with 10CFR50.92, HL&P has reviewed the attached proposed' change and has concluded that it does not involve's significant hazards )

consideration. The basis for this' conclusion is that.the three criteria of  ;

10CFR50.92(c) are not compromised; a conclusion which is supported by our determinations made pursuant to our unreviewed safety question evaluation. j The proposed change does not involve a significant hazards consideration  !

because this change would not: l l

1. Involve a significant increase in the probability of consequences of an  !

accident previously evaluated--As stated above, the proposed Technical Specification change allows a 588 to 612 rpm speed tolerance which is fundamentally related to frequency tolerance as derived from Regulatory Guide 1.9 and is in accordance with Technical Specification 4.8.1.1.2.a.2). The proposed' change is to operate within a tolerance band which is allowed by the Regulatory Guide.

l 2. Create the possibility of a new or different kind of accident from any previously evalur.ted--The proposed change allows a tolerance on speed.

No design changes have been made; therefore, no new failure modes are introduced.

3. Involve a significant reduction in the margin of safety--As stated before, the proposed change is consistent with allowed frequency tolerance of Regulatory Guide 1.9 and Technical Specification 4,8.1.1.2.a.2). Therefore, the proposed change will not reduce the j margin of safety as specified in the basis of any technical specification.

Based on the information contained in this submittal and the NRC final environmental assessment for South Texas Unit 1, HL6P has concluded that pursuart to 10CFR51, there are no significant radiological or non-radiological impacts associated with the proposed action and that the proposed license amendment will not have a significant effect on the quality of the human l environment.

' The South Texas' Unit 1 Nuclear Safety Review Board has reviewed and approved the attached proposed revision and concurs with the above
