20555 PLANT V0GTLE - UNIT 1 NRC DOCKET 50-424 OPERATING LICENSE NPF-68 REVISION TO' INSERVICE TESTING PROGRAM Gentlemen:

Enclosed for NRC review and approval is Revision 2 of the Plant Vogtle-Unit 1 inservice testing program document utilized for the inservice testing of pumps and valves.

The enclosed document, Vogtle Electric Generating Plant Unit 1 Inservice Test Program, ISI-P-008, Revision 2, supercedes the original program document and the revision thereto submitted to the NRC by Georgia Power Company. (GPC) letters GN-1020 and GN-1160 dated July 30, 1986 and October 31,

1986, respectively.

A_ summary of the changes which resulted in Revision 2 of the inservice test program document is provided in the enclosure.

Some of the changes in Revision 2 of the subject document include several new cold shutdown ~ justifications for changing the testing frequency of selected valves and several new relief requests for selected pumps and valves.

Pursuant to the requirements of 10 CFR 50.55a(g)(5), GPC requests that the NRC grant relief from the requirements of subsections IHP and IWV of the ASME Boiler and Pressure Vessel Code,Section XI,1983 Edition with Addenda through Summer 1983, where those requirements have been deemed impractical.

In order that the inservice testing of pumps and valves at Plant Vogtle Unit 1 may proceed during the NRC review of the enclosed program document revision, GPC requests that the NRC grant interim relief for the Plant Vogtle Unit i Inservice Testing Program as provided herein until such time that the revised program document has been formally reviewed and approved by the NRC.

Should the NRC's review indicate that the relief requests should be denied, GPC will then comply with the appropriate Code requirement as required by 10 CFR 50.55a(g).

.This submittal and the enclosed ten (10) copies thereof should be forwarded to the Office of Nuclear Reactor Regulation for review and approval. A copy of this submittal has been forwarded to NRC Region II.
