OF MAY 28, 1986 NRR/RES COORDINATION MEETING

Minogue, dated May 16, 1986, " Source Term Related Regulatory Changes" i At the subject meeting the topics raised in Referances (1) and (2) were discussed. These topics are summarized in Enclosure (1) and the attendees at the meeting are listed in Enclosure (2).

A total of 10 topics were covered and a course of action agreed to on each.

The purpose of this memorandum is to document the course of action for each

  • topic. These are summarized below:
1) Generic Implementation of Source Term 9 sults The responsibilities and actions as defined in Reference (3) will be followed with additional direction as listed below:
  • T. Speis will chair the oversight committee on source term related regulatory changes. Representatives at the Division Director level l from RES, IE and OELD are desired.

' NRR will develop a charter for the oversight committee and define in j more detail the work to be done by each office.

  • The responsibility for preparing any changes to existing emergency planning rules must be determined. Whether this responsibility rests with IE or RES will be discussed with the EDO.
2) Fire Protection RES will terminate fire protection experimental and code development work in FY86 by completing planned FY86 work and documenting the status of_ fire protection research. In FYB7 a scoping study on the risk from fires, utilizing results of research completed to date and the LaSalle fire risk analysis, will be prepared and used to determine what, if any, further research on the risk from fires is warranted. The need for any additional research in this area will be reconsidered for FY88.
3) Electrical Equipment Qualification Research on electrical equipment qualification is being terminated in FYB6.

RES will perform a risk-based prioritization study on electrical equipment qualification in FY87 to determine if further research is warranted. The need for any further work in this area will be reconsidered for FY88.

RES work funded under EQ FINS A-1051, A-1270 and A-1364 associated with severe accidents and aging will not be terminated, but will be folded into other ongoing programs in these areas.

4) B&W Research (Including MIST Follow-on)

NRR and RES agree that obtaining additional experimental data on B&W transients is necessary and is the highest priority thermal / hydraulic research.  ;

RES and NRR will proceed with initiatives to obtain industry support for aquiring additional experimental data on transients on B&W plants. RES will develop within about one month an integrated plan for a continued experimental program for B&W plants covering options for programs with and without industry and additional budget support.

RES will, however, as a minimum, fund a limited scope MIST follow-on program regardless of additional industry or other funding.

5) Technical Integration Centers (TIC)

NRR and RES agree that TICS can be beneficial to their conduct of business.

In this regard, NRR supports the RES initiatives to establish TICS and to explore ways of expanding their scope to provide better support to the j k

. H. Denton R. Minogue NRC. NRR concurs with the RES expansion on a trial basis of the role of the TIC for thermal / hydraulics at INEL to include operational safety assess-ment capability.

l 6) New Thermal / Hydraulic Facility l RES is studying various options for a new thermal / hydraulic test facility, l including sources of funding. Recommendations in this regard will be made l as part of the RES development of an integrated plan for a continued l experimental program discussed in item (4) above.

7) Appendix K NRR concurrence, with comments, on the Appendix K rule change was sent to RES on May 21, 1986. NRR will support the RES schedule to present this rule change to CRGR in June 1986 and to the Commission in September 1986.
8) Component Fragilities NRR endorses the RES work on component fragilities as described in NUREG-1147 " Seismic Safety Research Program Plan."
9) Seismic Networks NRR will support the plan to fund over the next five years the upgrade of eastern seismic networks under an interagency agreement with the USGS.

This will require NRC expenditures of approximately $2.5 million per year.

At the end of the five year transition period, the function of the pet-works will be provided entirely by the new system operated and funded by USGS.

10) Long Range Research Plan and General RES/NRR Coordination RES will identify a single point of contact responsible for coordination with NRR on budget and programmatic matters. This point of contact will be in the Division of Regulatory Applications. Routine coordination and correspondence between NRR and RES will be between the Director, Division of Safety Review and Oversight, NRR and the Director, Division of Regulatory {

RES will, in the future, modify the Long Range Research Plan to be more of an executive summary and use the RES program plans to document the details of the RES programs

JUN11896 H. Denton 1 R. Minogue RES is in the process of developing a method for the prioritization of all RES FINS. NRR fully endorses this effort. The target date for having the initial prioritization of RES FINS is July 1,1986. NRR will be given the opportunity to review and comment on the criteria to be used for prioriti-zation and the priority listing of FINS prior to their finalization.
