This letter outlines the actions taken and proposed by Maine Yankee to address NRC concerns about the guidance which has been provided to plant staff regarding the matters enumerated in Paragraph 2.C of subject inspection report.
The security procedures used to implement the security contingency plan l
have been revised to adequately address the responsibilities and actions of i
the security contingency plan.
Each of the eight contingencies have been addressed in matrices which list the actions of all individuals, including the Plant Shift Superintendent.
l An Operations Department directive entitled " Operations in Response to Events Concerning Deliberate Acts Directed Against Plant Equipment" has been rewritten and expanded to provide the following:
a.
Guidance to the Plant Shift Superintendents to ensure consistent responses to the contingencies addressed in the implementing security procedures.
b.
Better definition of Operations Department responsibilities and actions.
c.
Guidance to Plant Shift Superintendents to help them decide when it would be prudent to shut down the plant.
