SEP 2 31987 Note to: Jerry Roth, Region I MONITORING VISITS TO WEST VALLEY FOR SUPERNATANT TREATMENT SYSTEM STARTUP As we have discussed by telephone, Tom Clark and I have prepared a list of topics that we think are appropriate for onsite monitoring during our preoperational assessment of the Supernatant Treatment System. Most of the topics are related to off-gas treatment; the remainder deal with fire protection, supernatant trans-fer to 80-1, and supernatant chemical analysis.
I consider the off-gas topics to be the most important.
The only routine release of radioactivity to the environment from the Supernatant Treatment System will be through the off-gas systems, so their importance to public health and safety is clear, and I am sure that this is an area where the Region I staff has extensive experience. There are two off-gas systems in questions, the tank farm ventilation system for Tanks 801 and 80-2, and the new ventilation system that serves the Supernatant Treatment System valve aisle, shield structure, and pipeway. The off-gas topics listed on the enclosure should be construed as applying to both systems.
Let me know soon what you think of the list and how many of the items Region I can handle. Also, let me know if you want to include in your monitoring visits topics other than ones related to this list. Once you and I have agreed on this, I will send a version of the list to the site so the Department of Energy can help us schedule the necessary monitoring visits to everyone's convenience.
Most of our visits can probably be coordinated with already planned activities from the Department of Energy's start-up program.
For those off-gas topics that you agree the Region staff can cover, I will need some sort of written report on your monitoring visit. To m A the reporting process as quick as possible I would prefer an informal note from you or another inspector, but I will leave the exact mechanism up to you as long as I am made aware of your findings expeditiously.
