Dear Mr. Thomas:
On March 25, 1987 the Applicants in the Seabrook proceeding filed motions seeking sumary disposition of numerous contentions relating to off-site emergency planning. The Seabrook licensing board having jurisdiction over such matters is in the process of developing its rulings on those motions. On April 15, 1987 the NRC Staff responded to those motions; that response was supported by two affidavits executed by you, setting forth the positions of your Agency.
In several instances the statement is made to the effect that the Agency position cannot be finalized until a personnel resources assessment study, released by Applicants early in April 1987, has been properly submitted to your Agency for analysis.
At this time, the Board is unaware of whether FEMA is in a position to complete its assessment of those contentions impacted by the resources assessment study; and, if so, when you anticipate that the Agency position can be made known.
Any information you can provide to the Board on this matter will assist us in our effort to formulate our rulings on Applicants' motions.
