_I refer now to mv la++n* +n vnti nf Mav 27+h in which I pointed out that twen-ty four highly trained qugitgontrolinspectors plus the Chairman of the Ato-mic Safety and Licensing oojected strenuously to the granting of an operating license for the Braidwood nuclear reactor because of shoddy construction, har-rassment of quality control inspectors, and exceptionally lax emergency pre-paredness. I objected to the acceptance of only a two-thirds vote in a matter which might well affect the safety and health of millions of people,-just as did the Chernobyl accident.

We have iust received a reply, in your name, from the Nuclear Renulatory Com.-

l ruiss. ion, s3ying, in effect, that their Regulations do not require a unanimous i

decision and that a two-thirtis vota provides " reasonable assurance" that the i

Unit can be operated safely.

We submit that, in matters pertaining to the endangerment of lives to the extent that the operation of an unsafe nuclear reactor would, a two third vote is not ade-quate.' The fact that NCR's own regulations provide otherwise is not germane to the issue, and they should be changed at once.

We intend to pursue this on the politicallevelif necessary.

We urge,tha,t_you cause a reconsideration of th,e license approval for Braidwood.
