SUPPLEMENTAL RESPONSE TO NRC INSPECTION REPORT l
Gentlemen:
The enclosed information is submitted by Georgia Power Company (GPC) as a' supplement to our letter SL-2938 dated July 29, 1987 to the NRC.
The subject letter provided a response to Violation 50-424/87-37-02 which was cited in NRC Inspection Report 50-424/87-37.
The enclosed information pertains to the crud tank overfill event which was cited as Example 3 of the aforementioned violation.
A copy of this supplemental response is being provided to the NRC Region II office for review.

SUPPLEMENTAL RESPONSE TO NRC VIOLATION 50-424/87-37-02. EXAMPLE 3 1
i Several areas of concern were not addressed in the Georgia Power Company (GPC) response to Example 3 of Violation 50-424/87-37-02 which pertained to the crud tank overfill event at Plant Vogtle Unit 1 (VEGP-1).
Areas of concern not addressed in our response provided by GPC letter SL-2938 dated July 29, 1987 include the following:
(1) What resource document is utilized at VEGP-1 to perform clearance removal restoration instructions?;
(2) How does VEGP-1 ensure " TAGGED" valves area factored into procedure compliance?; and, (3) How is guidance given at VEGP-1 on clearance restorations which do not agree with valve line-ups?
The following information is provided to respond to the above concerns:
Hith regard to clearance restoration, there presently is no guidance given as to what " source" document is used.
This situation will be corrected by revising plant administrative procedure 00304-C,
" Equipment Clearance and Tagging".
Revision of procedure 00304-0 will provide additional guidance to the operator and shift supervisor for clearance restoration.
The guidance provided in the revised procedure will include using the system valve line-up procedure augmented by the Info Tag status, Caution Tag status, and Temporary Modification status when specifying restoration position and sequence.
In addition, changes will be made to the procedure to ensure a means of demarcation is used (i.e., Caution Tag or Info Tag) if a valve is not restored to its lineup procedure position.
With regard to overall procedure compliance and the procedural challenge of " tags", a review of procedure 00054-C, " Rules for Performing Procedures," will be conducted.
Any revisions to 00054-C required as a result of the review will be made to strengthen the details of the subject procedure.
Areas of additional guidance will include the required response to a " tag" barrier in procedure completion.

The necessary revisions to Procedures 00304-C and 00054-C will be l'
implemented by December 1,
1987.
Operator training will be completed during the continuing training cycle of early 1988.
The results of the actions to be taken as discussed above will be included in the Operations Required Reading Book, added to licensed and non-licensed continuing training, and monitored by shift supervision for proper implementation.
Full compliance was achieved when valve 1-1418-U4-071 was properly positioned on May 19, 1987.
