l RE: Requested amendment to license DPR 44 and DPR 56 Secretary Chilk:

For the record, Nuclear Free America is opposed to the request by -,

Philadelphia Electric to amend license DPR 44 and DPR 56 which would excuse Philadelphia Electric from requiring a senior operators' license for the'plarit manager and for superintendent of operations.

As you know, Philadelphia Electric has a long history of mismanagement.

The continuing infractions occuring, even during the present shutdown, as'..

documented by your files, indicates a continuing lack of competence of wor-kers and management. Allowing further weakening of management's requirements wo'uld be an abdication of the NRC's responsibility of protecting the public health and safety.

The public is already distrustful of the NRC's concern for public safety.

Please do not allow this further weakening of regulations to cause further erosion of public trust.
