Subject:
PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Fifty Thousand Dollars will be issued on or about September 3, 1987 to Georgia Power Company.
This action is based on violations involving the improper evaluation of component and system operability and the failure to take prompt corrective action.
In the first, a reactor trip breaker was inoperable for a period in excess of Technical Specifi-cation requirements due to being placed in bypass for maintenance. The second concerned the failure to take prompt corrective action upon discovering two valves not fully open that could degrade flow in the Residual Heat Removal System during low pressure injection operation.
It should be noted that the licensee has not been specifically informed of the enforcement action.

The schedule of issuance and notification is:
Mailing of Notice September 3, 1987 Telephone Notification of Licensee September 3, 1987 A news release has been prepared and will be issued after the licensee rectives the Notice. The State of Georgia will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
i Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
