The Commission

  • was briefed by the staff on the status of rulemaking activities related to decommissioning of nuclear power plants.

The Commission requested the staff to revisit the proposed options for financial assurance, and to coordinate with OGC, to determine that there would be adequate assurance that funds for decommissioning will be available when needed not withstanding j

the licensee's financial situation.

Particular consideration should be given to the internal reserve approach.

The Commission also requested that the rulemaking package 1

Provide greater clarity of alternatives for decommissioning, I

with focus on achieving unrestricted use of the site as a

well as conversion of the facility (e.g., buildings) for i

other industrial purposes.

Address the requirement for a higher level of justification for the entombment option of decommissioning.

Specify that the Commission will approve the licensee's 1

final decommissioning plan.

Clarify the nature and timing of technical information a licensee will need to submit prior to cessation of operations, in order to support the estimates presented in the detailed financial plan.

Consideration should be given to a requirement that both the detailed decommis-sioning and detailed financial plans be submitted concurrently.
