MINUTES OF CRGR MEETING NUMBER 153 The Committee to Review Generic Requirements (CRGR) met by conference call on Thursday, December 22, 1988 from 4-5 p.m. A list of attendees for this meeting is attached.
This was a special meeting to review draft Bulletin 88-07, Supplement 1, " Power Oscillations in Boiling Water Reactors (BWRs)," submitted by memorandum dated December 19, 1988, J. H. Sniezek to E. L. Jordan. The bulletin supplement provides additional information concerning BWR power oscillations and requests that addressees take actions to ensure that the safety limit for the plant minimum critical power ratio is not violated.
The Committee recommended in favor of issuing the proposed bulletin provided several minor clarifications were made. They are as follows:
- 1. The present guidance is unclear when a licensee in Group 1 finds he is operating in Region A and must exit the region, that it may be necessary to go through region B in reducing power. The staff stated that it would be made clear that this may occur.
- 2. The initial bulletin instructed addressees to have procedures and operator training programs to address this concern. The supplement should similarly identify this need.
- 3. The GE guidance in Table 1, Attachment 1 to the bulletin supplement excludes Big Rock Point. The bulletin does not and this may result in confusion.
In accordance with the ED0's July 18, 1983 directive concerning " Feedback and Closure of CRGR Reviews," a written response is required from the cognizant office to report agreement or disagreement with the CRGR recommendations in j these minutes. The response, which is required within five working days after )
receipt of these minutes, is to be forwarded to the CRGR Chairman and if there '
is disagreement with CRGR recommendations, to the EDO for decisionmaking. /
