APPLICANTS' REBUTTAL TESTIMONY NO. 1 (Rebuttal to Dr. Avishai Ceder)

Witness:

Edward Lieberman This testimony addresses a few miscellaneous items in the direct testimony of Dr. Ceder.

Professor Ceder objectc to the use of the "BPR Formula" for estimating travel time as a function of volume.

However, the "BPR Formula" has a long history and extettsive use among practicing transportation planners.

The "a" and "b" parameters cited by Professor Ceder on page 21 of his testimony are used to calibrate the BPR formula shown on page B-1 of Volume 6.

This formula is employed as the objective function of the equilibrium traffic assignment in IDYNEV and is also used extensively elsewhere.

The largest recent calibration activity'that I know of, took place in Winnipeg and involved some 2836 unidirectional links.

The~ links were organized according to speed limit and other

l attributes.

The range of calibrated values-for "a" was 0.62 to

-1.15, and for "b" was 4.4 to 6.8.

The representative values used j

in I-DYNEV were, respectively, 0.8 and 5.0.

We have conducted a sensitivity study of the Region 1,

-Scenario 1 Case to assess the elasticity of ETE to changes in the values of "a" and "b".

We used the traditional values of 0.15 and 4.0 for "a" and "b",

respectively.

The results of this test are as follows:

Professor Ceder observes that what he refers to as Article 2 assumes that "all links have the same values of capacity, length, and free-flow travel times".

This is not a relevant citation since it does not apply to I-DYNEV, but to an illustrative example used to demonstrate the features of a new model named TRAD which was not used in this study.
