LILCO does not share the apparent v i e w o f 'i r. Lanpher, coun-sel for Suffolk County, stated in his December 29, 1987 letter, I

that a verbatim transcript of each telephone conference among the Board and parties is any more " essential" in this case than in anv other.

(Even Mr. Lanpher does not suggest that a reporter is always required as a matter of law.)

Nor do the additional seg-ments from the December 22 conference asserted in Mr. Lanpher's letter commend modification of the Board's Confirmatory Memoran-dum or significantly amplify the conference's record.P l

Those segments are not a complete recitation of the confer-ence.

They omit, i'or instance, a request by Suffolk County to reargue the Board's scheduling rulings and the Board's response that its rulings would be memorialized in a confirmatory memoran-l dum which any aggrieved party could appeal.

The Board should not feel so constrained, at least on routine matters.

However, since there will be less room for after-the-fact ombroidery of the Board's decisions if a transcript exists, good practice suggests summoning a court reporter whenever opera-tional considerations permit.
