COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET N05. 50-445 AND 50-446 WEIDMULLER TERMINAL BLOCK CONNECTIONS SDAR: CP-87-81 (FINAL REPORT)

Gentlemen:

On August 31, 1987, we verbally notified your Mr. II. S. Phillips of a deficiency involving apparent inadequacies in the installation and inspection procedures which have resulted in unacceptably loose wire connections at Weidmuller terminal blocks.

This deficiency was discovered during third-party investigations and is addressed in Corrective action Request (CAR)87-039.

After further evaluation, we have determined that this issue is not reportable pursuant to 10CFR50.55(e).

In our last interim report (TXX-6781) dated September 29, 1987, we stated that as a result of this deficiency, field validations will be performed in accordance with EC-9.04, " Post Construction Hardware Validation Program," for Weidmuller tenninal blocks installed in junction boxes and vendor supplied equipment.

Installation procedure eel-8, " Class 1E and Non-Class 1E Cable Terminations," and inspection procedure QI-QP-11.03-28, " Class 1E Cable Terminations," have been revised to prescribe appropriate requirements for these terminal blocks.

We further stated that our assessment of the potential safety significance of this issue will be completed based upon the results of the field validations.

Ilowever, currently supplied data limits the field deficiency to four loose wire connections.

Engineering has evaluated the application of these four connections and determined that their intended use is not required for safe shutdown of the plant and therefore no condition adverse to the safety of plant operations exists.

TXX-88018 January 6, 1988 Page 2 of 2 Since installation and inspection procedures have been revised and all installed Weidmuller terminal block wire terminations will be inspected in accordance with CPE-SWEC-FVM-EE/ME/IC/CS-90 as part of the " Post Construction Hardware Validation Program", this will be our final report on this issue.
