NOTICE OF VIOLATION Detroit Edison Company Docket No. 50-341 As a result of the inspection conducted on September 22-25 and December 23, 1987, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violations were identified:

1. License Condition 2.C(9)(a) of Facility Operating License No. NPF-43 requires the licensee to maintain in effect all provisions of the approved fire protection program for Fermi 2 describing those provisions in the SER and Supplement Nos. 2 and 5. As described in the SER and its supplementals the licensee stated that its fire protection program would comply with the NRC document, " Nuclear Plant Fire Protection Functional Responsibilities, Administrative Controls, and Quality Assurance".

Section 1.0.d of Attachment No. 2 of this document states, " Regular planned meetings held every three months should repeat the classroom instruction program over a two year period."

Contrary to the above, the licensee's program policy that specifies training periodicity requires the classroom instruction program to be conducted only once every two years for any one fire brigade member.

This.is a Severity Level IV violation (Supplement I).

2. Technical Specification 15.6.8.1.g states in part that, " Written procedures shall be established, implemented, and maintained covering the . . . Fire Protection Program implementation". Step'6.1.2 of Procedure No. P04 21.000.14 (Locked Valve Guidelines) states that, "the Fire Protection Water System Valves required'to be locked are listed in Surveillance Operations Procedure (POM) 24.501.02 (Fire Suppression Water System - Valve Lineup Verification)". Procedure No. POM 24.501.02 identifies the Diesel Fire Pump discharge valve Numbered F007 as a valve required to be in the locked open position.

Contrary to the above, on September 23, 1987, the inspector discovered the critical Diesel Fire Pump discharge valve (F007) in the unlocked open position.

This is a Severity Level V violation (Supplement I). I Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or.
