Reactor Vessel Flange 0-Ring Failure Gentlemen:

The purpose of this ' letter is to confirm statements made during a ' telephone call on 1/5/88 between P. W. O'Connor, NRC-NRR, J. L. Milhoan, NRC-Region.IV and G. D. Boyer, Wolf Creek Generating Station Plant Manager.

The purpose of the telephone call was to clarify Wolf Creek Nuclear Operating Corporation's (WCNOC) intended actions in the event of leakage past the outer reactor vessel flange 0-ring.

-If the outer reactor vessel flange 0-ring develops a leak WCNOC will immediately initiate an orderly-shutdown and cooldown to prepare for replacing both seal rings.

An additional concern was expressed relative to the acceptability of normal full power operation with a portion of the leak detection piping pressurized to full system pressure.

A review of the system piping design and the.

related code requirements concluded that no unreviewed safety question-is involved with continuous operation. in this configuration.

The leak detection piping between the. outer common isolation valve (BB HV8032) and the reactor pressure vessel was seismically designed, installed and tested in accordance with the requirements of the ASME Boiler and Pressure Vessel Code Section III Class 2 (Subsection NC).
