AVAILABILITY OF CR/TSC ESSENTIAL HYAC FOR OBSERVATION

Dear Mr. Miraglia:

During performance of the District's final review of the CR/TSC HVAC system, several additional modifications were determined to be necessary to improve the reliability and operability of the system. Th extent of these modifications has caused a delay in our schedule for achieving operability of the system and a concurrent delay ir. the availability of the final system for NRC Staff observation. Consistent with plant Technical Specifications requiring this system to be operable prior to plant heatup, the District is pursuing a timely completion of these modifications as well as the completion of associated outstanding system surveillance.

As progress continues to be made toward completion of these activities over the next few weeks, the District will be in a position to inform the NRC of the specific date when the modified and completely tested system will become available for NRC Staff observation.

In order to facilitate NRC observation scheduling, the District will inform the NRC of this date as soon as possible.

Please contact me if you have any questions. Members of your Staff with questions requiring additional information or clarification may contact Jahr. Atwell at (209) 333-2935, extension 4917.

Sincerely, YAN 4
