Proposed Schedule Revision For The Commitment Items Associated With The CRD0A BACK-EMF Testing Program

Dear Mr. Calvo:
In the references identified in the Attachment, Public Service Company of Colorado (PSC) has made commitments to provide the NRC with certain back-EMF testing data and its use in an enhanced control rod drive surveillance and preventative maintenance program.
Several of these commitments were based upon the release of Fort St. Vrain to operate at power levels up to 82% power and, on July 4,
- 1987, PSC established a new target date based upon this release date for these activities.
Since the establishment of this new target date, the circulator and the fire recovery outages have resulted in minimal data being collected at the higher power levels (above 70% reactor power).
Consequently, insufficient information is available to provide the NRC with meaningful data relating to the back-EMF commitments.
Summarized below are the commitments, their revised target dates and information pertaining to the resulting slippage frr,n the circulator and fire recovery outages.
Item A In response to Reference 1, PSC committed to gather in-core back-EMF data to add to the Hot Service Facility baseline data.
In order to fulfill this commitment, data is being Mgl gathered in conjunction with the Fort St.

P-88012 Page 2 January 4, 1988 Technical Specifications surveillance requirements (Section 4.1.1).
Since PSC intends to continue gathering this data and has included back-EMF testing in the CRDOA preventative maintenance program, PSC feels that this item can be considered closed.
Item B In response to references 2 and 3, PSC committed to gather additional data and further develop the back-EMF testing method.
Since a major portion of this commitment was to acquire in-core data at various power levels, both the circulator and fire recovery outages have limited the amount of data gathered. Additionally, PSC feels that at least 120 additional days with reactor power levels greater than 50%
power are require.! to complete the evaluation of back-EMF's capability as a diagnostic and surveillance tool.
- Finally, based upon the current circulator outage schedule, PSC does not foresee that the required data will be completed prior to the circulator outage. Consequently, PSC now commits to provide the proposed back-EMF testing method parameters 60 days after the start of the fourth refueling outage.
Item C In reference 3, PSC committed to provide back-EMF data and its analysis of the CRDOAs which failed in January, 1985.
PSC is continuing with the back-EMF testing methodology outlined in reference 9 which is designed to aid in the definition of the limits of back-EMF. The results of this testing will be combined with the reactor power data results to form the proposed back-EMF program parameters.
Nnsequently, PSC now commits to provide this data in conjunction with the data committed to in Item B above.
Item D In reference 4,
PSC committed to develop enhanced surveillance tests and preventive maintenance practices.
In reference 5, the portion of commitment item 2 pertaining to the PM portion was considered complete but left the surveillance testing open.
Additionally, reference 6 i
provided a revised listing of commitment items which now identifies this commitment as item 7.
As identified in this commitment item, PSC was requested to submit the improved CRDM surveillance program within six months after 82% power authorization.
Sufficient back-EMF information at elevated reactor power levels will not be available until the completion of the tasks outlined in Item B
above.
Consequently, PSC now commits to submit a proposal for an improved CRDM surveillance program 90 days after the resolution of comments generated by Item B.
In addition to the above commitment items, PSC will continue to report the results of the in core scram testing as outlined in the
