ENCLOSURE I REPLY TO NOTICE OF VIOLATION (INSPECTION NO. 50-317/87-09) i We have reviewed the circumstances that led to the violation of Technical Specifica-tion 6.8.1 referred to in the Notice of Violation. This was caused by a miscommunication between a Control Room operator and an outside operator. This event was first reported in LER 87-05 for Unit No. 1. The corrective actions cited below have been or will be implemented to ensure that similar violations will not recur in the future.

The following corrective actions have been completed.

- All operators have read LER 87-05.

- All non-licensed operators have received formal training on the importance of ESFAS instrumentation and operations involving locked valves.

- Operations Unit Administrative Policy 86-2, " Formality in Communications," has been revised to require that Control Room personnel be notified of the initia-tion and completion of evolutions conducted in the plant.

- The qualification program for non-licensed operators has been revised to include training on the significance of locked valve control and ESFAS instru-mentation.

The following corrective action will be completed by August 1, 1987.

- The General Supervisor-Operations (GS-0) will review LER 87-05 with all l

operators stressing proper communications and the significance of locked valves. Furthermore, the GS-O will emphasize in his discussions that opera-tors are not to operate equipment or systems beyond their original directions unless they first obtain approval from Control Room personnel.
