Dear Sir:

In compliance with 10CFR Part 50.55(e) we are hereby submitting an interim report of the subject deficiency. The Philadelphia Electric Company discussed this incident by telephone with the USNRC Region 1 Office on December 4, 1987 after it was determined that this may be a reportable incident.

It was reported to the Philadelphia Electric Company as a result of an NRC inspection conducted on August 31, 1987 to October 11, 1987 i

l (Inspection Report No. 50-353/87-13) that wiring within the Power Generation Control Complex was found in configurations not specified in connection diagrams 865E214TR and 807E560TR.

Specifically within panel P-618:

-At device EJ a jumper from TB1-2 to TB1-8 is missing.

-At device Ed TB1-8 wire EJ-8/DE-9 is improperly terminated.

-At device CV TB10-4 wire EEE8-9 is labeled as EEE-9.

-At device EF TB4-4 wite JCD-1 is labeled as JCD-2.

-At device EH TB2-4 wire GGG1-12 is labeled as GGG1-2.

l And within panel P640:

-At device EG TB1-2 wire F16-1 is labeled as F15-1.

The PGCC factory wiring (GE-San Jose) had been inspected in accordance with the General Electric Nuclear Engineering Business Office quality program before the panels were shipped to Limerick during the late 1970's.

As a result of the above deficiency, an overall wiring inspection is being performed on all the PGCC panels wired at the GE NEB 0 Panel facilities in San Jose, California.

The results of the reinspection are being reviewed by GE Engineering personnel as they are completed, and Fleid Deviation Disposition Requests (FDDR) are being prepared as required to identify the correct configuration for drawing corrections or for wire re-labeling or other appropriate rework. The FDDR's are being issued as the inspection is completed and necessary re-labeling or rework is in progress and will be ccmpleted in mid 1988.

After the inspection of all GE PGCC panels is completed and the associated FDDR's are issued, a final review of the FDDR's will be performed to determine the overall safety impilcation. We expect this analysis to be ccrnpleted by 6/1/88.
