SUMMARY
Scope:
This special reactive ~ inspection was conducted to review the

circumstances of a ifcensee reported security event relating to a delayed
response to an vital crea intrusion alarm.
Results:
Review and inspection confirmed the occurrence of two licensee
identified violations-of procedural requirements.
1.
Delayed response and implementation of compensatory measures for an

improperly secureo vital area door.
2.
Delayed submission of a security event report to the NRC beyond the
)
required one hour time period.
In accordance with the provisions of the NRC Enforcement Policy
(10 CFR Part 2, Appendix C, Section V-A) a notice of violation was not issued

for these licensee-fdentified violations.
