1274, May 16, 1936) to Generie Letter No. 86-04 identified long-term actions to upgrade the training attd qualification of Shif t Technical j

Advisors (STAS). The projected completion dates for these actions were i

provided in letter Serial Fo. 1355 dated March'9, 1987.

Our current STA training program was outlined in our response to Generic Letter No. 86-04.

In that responre, TED advised the NRC that we had adopted the policy that it was desirable for the current STA's to obtain an SRO. license. De also stated that TED intended to replace the STA pcsition with the Shift Manager pcsition by March of'1988.

Toledo Edison Davis-Besse Management not with NRC Region III staff on August 28, 1987, to update you on the Operations Department' status and future plans. A portion of the plan includes the Shift Manager replacing the STA position. During the August meeting, TED advised the' NRC that the f'lrst Shift Manager would be plactd on shift in January of 1989 rather than March of 1988 (as previously projected in Serial 1274).

The STA schedule needs to be consistent. The schedule provided in Attachment 1 is contingent upon the Operator Licensing Examination schedule provided in-Serial No. 1424 dated September 14, 1987, and the expected 100 percent pass rates (i.e., the current schedule does not allow time for re-examination).

The remaining STA/SRO candidate is scheduled to be examined the week of j
