, HIGHLIGHTS OF WEEKLY INFORMATION REPORT

- WEEK ENDING DECEMBER 31, 1987 I

Farley Unit 2 Farley 2 is in the process of plant start up following replacement of the i section of 6-inch safety injection piping from the "B" cold leg to the first i check valve. An evaluation of a through-wall crack (one inch long at the outer pipe surface) in the weld and heat-affected zone at the elbow nearest the "B" coolant loop has been completed by Bechtel, Southern Company Services, and Westinghouse for Alabama Power Company.

Bechtel determined that no design deficiency was found which could have resulted in pipe failure. Southern Company investigated the weld history as well as other SI system welds. Enhanced ultrasonic techniques were required to determine the actual flaw which could not be detected by liquid penetrant means. Examinations of these welds on all SI lines inside containment using the enhanced ultrasonic techniques were completed from December 10 to 15,

1987. Westinghouse evaluated the plant operating records and conducted metallurgical examinations of the failed weld. The conclusion is that the failure was caused by high cycle fatigue. However, the cause has not been identified.

Further investigation is underway. Instrumentation has been installed on the "B" loop SI piping (and "C" loop also) in a joint effort of Alabama Power Company and Westinghouse. Region II is closely monitoring the site efforts.

West Valley Demonstration Project The NRC staff recently received revised version of two Safety Analysis Reports from the West Valley Demonstration Project. The reports are on the Liquid Waste Treatment System and the Supernatant Treatment System. These systems are expected to begin operation sometime in early 1988, although the exact start-up date is still uncertain due to small difficulties and large cost

overruns.

l NRC TMI-2 CLEANUP PROJECT DIRECTORATE STATUS '

REPORT FOR November 30, 1987 - January 3, 1988

1. DEFUELING ,

-- Defueling of the core region has been essentially completed. Fuel  !

pin fragments and other debris were removed from the lower grid to allow placement of a template / guide for lower core support assembly (LCSA)defueling. The equivalent of one partial length assembly remains. It is designated as R-6 although a small portion of- once molten R-7 may be incorporated in it.

-- Defueling of the "A" and "B" hot legs was completed. The material in the hot legs was of a fine consistency and easily suspended. The i licensee is evaluating how much fuel dust remains in the hot legs. l Removal of the fuel in the decay heat drop line was attempted with I partial success. Removal of the remaining material in the decay heat line will have to be completed after LCSA defueling.

-- Placement of the core drilling machine is in progress. It will be followed by drilling operations to begin LCSA defueling. The NRC staff is currently evaluating a series of safety evaluation reports l in support of LCSA defueling. l 2.

4 ENVIRONMENTAL MONITORING

- US Environmental Protection Agency (EPA) sample analysis results show that TMI site liquid effluents are in accordance with regulatory limits, NRC requirements, and the City of Lancaster Agreement.

- TMI water effluents from the station (Units 1 and 2) discharge are analyzed by EPA. Gamma spectrum analyses of the daily composited samples for November 15 through December 12, 1987 showed no reactor related activity. i

- EPA's gamma spectrum analysis of the NRC's TMI outdoor air samples for November 26 through December Pl.,1987 showed no reactor related radioactivity.

- Daily water samples are taken at the City of Lancaster water works intake. These daily samples are composited and are analyzed by the i EPA weekly. EPA's garma spectrum analysis of composite sarples for j Noverter 15 through December 12, 1987 showed no reactor related j radioactivity. j

3. DECONTAMINATION ACTIVITIES

-- Decontamination of the seal injection valve room continued with the i primary activity being debris removal. {

presentation by GPUN on the status of the cleanup and the status of the licensee's plans for Post Defueling Monitored Storage.
