VIOLATION OF 10 CFR 150.20 REGARDING RECIPROCITY OF CALIFORNIA STATE LICENSE NO. 2181-56 IN AN AREA UNDER EXCLUSIVE FEDERAL JURISDICTION During a discussion of June 5,1987, between Mr. Fred Stough, Boothe-Twining Radiation Safety Officer, and Mr. R. Thomas of the regional staff, it was determined that a radiographic exposure device had been lost at sea, on June 4, 1987, from Platform Harvest.
Platform Harvest is operated by TEXACO approximately eight miles off the California coastline; therefore, Platform Harvest is under exclusive federal jurisdiction.
Since Boothe-Twining conducted radiography in an area under exclusive federal l
jurisdiction without fulfilling the requirements of 10 CFR 150.20 of filing a Form NRC-241 requesting reciprocity, it appears that your activities were not conducted in full compliance with NRC requirements, as set forth in the Notice of Violation enclosed as Appendix A to this letter.
This item has been categorized into a severity level as described in the NRC Enforcement Policy, 10 CFR Part 2, Appendix C.
Your letter dated June 9,1987, fulfills the reporting requirement stated in 10 CFR 20.402(b). We concur with your decision to abandon the radiographic j
exposure device as described in your letter to Mr. R. Thomas.
Your response to this Notice is to be submitted in accordance with the provisions of 10 CFR 2.201 as stated in Appendix A, Notice of Violation.
The responses directed by this letter and the accompanying Notice are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
