This letter is to provide you with the SQN ORR report which was completed January 5, 1988.

On August 18, 1987, Mr. White established an ORR team for SQN. The team.was given the mission of assessing the qualification and motivation of personnel at SQii unit 2 and the availability of necessary. supporting resources for the safe and reliable testing, operation, and maintenance of the plant.

The nine members appointed to the ORR team provided a broad base of nuclear plant operating and management experience to ensure examination of each review area from diverse viewpoints. The ORR review at SQN was accomplished during the period from mid-August 1987 until January 1988. -This' afforded.the team an opportunity to perform the review in the environment of the many activities being performed at the plant in preparation for criticality. Mr. White also requested a separate review by the Institute of Nuclear Power Operations (INP0). This took place during October and November 1987. The ORR team observed this review and was provided copies of the two INP0 reports. These are appended to this report. The content of the INPO reports was reviewed by the ORR team, and comments from that review are provided. The INPO findings are basically consistant with ORR team findings.
