My letter to NRC dated February 11, 1987, regarding Generic Letter 83-28, items 3.2.1 and 3.2.2 In the reference, TVA provided NRC with a description of a two-phase vendor manual review program at Sequoyah.
This letter is to clarify the scope and schedule of that program and to identify how this program, in conjunction with the Surveillance Instruction (SI) Procedures Program, Maintenance Instruction (MI) Enhancement Program, and Preventive Maintenance (PM) Program upgrade, will ensure that the appropriate vendor and engineering recommendations are included in safety-related procedures.
The scope of the prerestart phase, phase I, has been expanded to include the reactor trip system; therefore, this phase now requires that the site perform a preliminary review of procedures which implement the surveillance requirements of the technical specifications, environmental qualification requirements, and the operability and maintenance requirements of the reactor trip system.
This review will ensure that vendor information utilized is up-to-date with the site master file copy.
Phase II, which is not considered necessary for restart, requires a comprehensive technical review of the site master file copy of vendor manuals.
This review will verify that the vendor information is complete and appropriate for the as-installed configuration and will include direct vendor contact as deemed necessary.
The vendor manuals that will be reviewed under phase II by the January 31, 1988 date as committed in the reference include those vendor manuals involved in phase I (approximately 125 manuals).
Vendor manuals referenced in procedures for safety-related equipment (approximately 200 manuals) will be reviewed under phase II within six months after restart of unit 2.
This schedule is consistent with the schedule provided in the referenced letter given that Sequoyah restart was scheduled for July when the referenced letter was submitted.
The remaining vendor manuals involving equipment included in Sequoyah's list of critical systems, structures, or components and balance-of-p' ant will be reviewed for technical adequacy as required to support long-term site activities such as the PM upgrade program.
The schedule for these reviews will be based upon the requirements of the particular program they support.

A discussion of the PM upgrade program is provided in the revised' Corporate Nuclear Performance Plan (CNPP).
The schedule for this program Will be provided in the CNPP. A discussion of and schedule for Sequoyah's MI Enhancement and SI Procedures Programs are provided in the revised Sequoyah Nuclear Performance-Plan, sections II.4.2 and II.5.0, respectively.
As required by Generic Letter 83-28, item 3.2.2, these procedure review and upgrade programs in conjunction with the comprehensive vendor manual review program will ensure that appropriate test guidance is included in safety-related test and maintenance procedures as well as procedures which implement technical specification requirements.
A list of the commitments made in this letter is provided as an enclosure.
