Your letter dated January 16, 1987 transmitted a draft Safety Evaluation Report (SER) for the Point Beach Nuclear Plant l

Inservice Testing Program for Pumps and Valves.

Item 6 under l

Section 3.0 of the SER denied our Pump Relief Request No. 7~for relief from measuring service' water flow in accordance with Section XI requirements.

In our letter dated April 2, 1987, we committed to conducting an engineering review into the feasibility of installing flow measuring instrumentation for the service water pumps, and advising you of the results of the review by January 15, 1988.

We propose to install connections to the service water system north and south headers to. accommodate averaging pitot tube I

measurement of the pump flow rates.

The design will permit L

insertion and removal of the pitot tube ~during operation.

The l

instrument will only be inserted during the testing to minimize any potential for inaccuracies due to clogging of the tube by suspended solids.

The connections will be located in the horizontal straight run of piping downstream of where each header enters the control building.

This is the first available section of piping on the pump discharge where turbulence is reduced sufficiently to permit the use of flow measuring instrumentation.

north header, the connection will be located in the air compressor room and will be installed during the Unit 2 outage scheduled for fall 1988.
