This letter addresses the inspection of your facility at San Jose, California conducted by Messrs. Walter P. Haass, Pao-Tsin Kuo, and Pei Ying Chen of this office and Mr. Victor P. Ferrarini, a consultant to NRC employed by Engineering Analysis Services, Incorporated on October 20 and 21, 1987, and the discussion 1
of their findings with Mr. James Fox and other members of your staff at the conclusion of the inspection.
The purpose of the inspection was to review and obtain seismic qualification data for safety-related parts and components supplied by General Electric to utilities for nuclear power plants, to review the adequacy of the method for seismically qualifying parts and components by similarity analysis, and to review the process whereby purchase orders for such items are fulfilled. The information will be used to compare the seismic capability of these items to the seismic requirements for particular nuclear plant sites in support of the resolu-tion of Unresolved Safety Issue A-46.
The inspectors also reviewed General Electric's process and procedures for completing purchase orders and meeting purchase specifications with regard to seismic qualifications. Areas examined during the NRC inspection and our findings are discussed in the enclosed report.
In addition to the examination of procedures and representative records, this inspection also consisted of interviews with personnel and observations by the inspectors.
During the inspection, seismic qualification data were reviewed and obtained for racks, local panels, transmitters, pumps, switchgear and relays.
Informa-tion was also obtained regarding General Electric's process and procedures for selecting safety-related parts and components with regard to seismic qualifica-tion when a one-for-one replacement of an original item is requested, when a replacement for the original item is no longer available, when a seismic require-ment is not specified in the purchase order, and when the original part was not initially provided by General Electric.
In all instances, the provisions for seismic qualification appeared to be adequately addressed.
Within the scope of the inspection, no failures to meet NRC requirements were identified.
