Commonwealth Edison Company Docket No. 50-295 Docket No. 50-304 As a result of the site inspection conducted on May 11-21, 1987, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violations were identified:
1.
10 CFR 50, Appendix B, Criterion XIII, as implemented by Section 13.0 of the Commonwealth Edison Company Topical Report, CE-1-A requires that measures ba established and implemented to control and preserve material and equipment ii accordance with work and inspection instructions to prevent damage or deterioration. When necessary, special protective environments, specific moisture content levels, and temperature levels, shall be specified and provided.
Contrary to the above, nine examples of inadequate preservation, protection, and control of material and equipment in storage were identified in the main warehouse.
This is a Severity Level V violation (Supplement I).

10 CFR 50, Appendix B, Criterion XVI, as implemented by Section 16.0 of the Commonwealth Edison Company Topical Report CE-1-A requires that measures be established and implemented to assure that conditions adverse to quality such as deficiencies, deviations, defective material and equipment, and nonconformances are promptly identified and corrected.
j Contrary to the above, inadequate or incomplete corrective action was taken to resolve deficiencies identified by internal quality assurance audits of j
the control, preservation, protection, and information requirements for material and equipment in storage.
This is a Severity Level V violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:
(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Consideration may be given to extending your response time for good cause shown.
