SUBJECT:
EMERGENCY PREPAREDNESS INSPECTION FOR FUEL FACILITIES We have reviewed the draft inspection module, and have some general comments.

1.
Section 01.05. The emergency plan or the license should include specific frequency requirements for drills and training, otherwise this objective is difficult to achieve.
2.
Section 02.03d. This inspection requirement is directed to the inspector but it appears that the last sentence is directed to the licensee, and if so, it should be clarified. The previous semiannual inspection frequency is not compatible with the NRC inspector doing a quarterly review of the list, unless the module inspection frequency is increased.
3.
Section 02.03e. The telephone numbers of the offsite agencies should also be kept current and reviewed quarterly by the NRC inspector or the licensee.
4.
Section 02.04a.6. A specific alarm testing frequency is needed.

Section 02.04c.8. Assessment of the adequacy of medical facilities is nebulous at best without guidance on medical supplies needed for specific injuries expected. Material Safety Data Sheets (MSDS) should be consulted for first-aid materials needed for specific hazardous l
materials.
