Dear Mr. Davis:
Thye purpose of this letter is to document the specific commitments made to the J
Augmented Inspection Team during their investigation of the Main Steam Isolation Event which occurred on June 17, 1987.

The Cleveland Electric Illuminating Company (CEI) met with Messrs. D. Knop, G. O'Dwyer, D. Hills, M. Parker, K. Connaughton, and J. Mauck on June 20, 1987 to discuss the results of their inspection.
During this meeting, the inspectors noted that a number of their concerns had been resolved during the course of the inspection as a result of actions taken by CEI.
CEI was requested to provide the list of commitments necessary to address the remaining items, in order to allow restart and continued operation until the next scheduled outage on July 12, 1987. to this letter is CEI's commitments to the AIT.

i Attachment PY-CEI/01E-0276 L CEI will complete a consistency review of General Electric drawings versus GAI drawings for the C71, C51, and B21H systems.
While this review will be
~
essentially completed by June 22, 1987, all attendant changes to the drawings will be completed by June 26, 1987. A summary of the results of this review will be sent to the NRC.
CEl will satisfactorily complete surveillance testing of the normal RPS power j
supply output breakers prior to starting the plant. CEI will change out the EPA cards of the normal RPS "B" power supply prior to startup following the July 12, 1987 outage.
CEI will provide the results of the failure analysis which GE is conducting on the EPA cards which were replaced on June 18, and 19, 1987.
CEI will modify the power supplies to the MSIV solenoids. This modification will preclude an MSlv isolation from the loss of a single RPS power supply.
This modification will be completed prior to startup following the July 12, 1987 outage.
CEI will continue to discuss this proposed modification with the NRC staff.
l CEI will add a note to the appropriate plant instructions to require the j
operator to shut the MSIVs using the remote manual switches, if the MSIVs close as a result of an RPS power loss. This action will be complete prior to the plant startup.
I CEI will provide improved permanent barrier separation in the RPS relay cabinets (H13-P691, H13-P692, H13-P693, and H13-P694) prior to startup following the July 12, 1987 outage.
