DESIGN QA AUDIT OF GENERAL ELECTRIC CO. (ABWR)
On September 29, 1987, General Electric Company (GE) applied for a design certification for their Advanced Boiling Water Reactor (ABWR) in accordance with 10 CFR 50 Appendix 0 and the Commission's recently issued Standardization Policy. Although GE is the sole applicant for the design certification, the ABWR design was a joint technical effort between Hitachi, Toshiba and GE.
Because of this joint design effort, special attention to the Appendix B design QA requirements is warranted; especially for those portions of the ABWR designed by Toshiba and Hitachi. Therefore, I am directing the staff to perform an e dit of the GE ABWR design and design process in early 1988..
The purpose of the audit will be to review a re3resentative portion of the total ABWR design process; however, special emplasis will be placed on those portions of the design attributable to Toshiba and Hitachi for the purpose of assuring the quality and reliability of the ABWR, The audit will provide the basis for the staff's review of the ABWR as it relates to design QA. Also, it is anticipated that the system design information acquired through the audit will facilitate the other SRP reviews carried out in support of the NRC's design certification process.
The Associate Director for Projects has been assigned the lead responsibility for establishing and coordinating the GE QA audit.- It is anticipated that the audit will be a concentrated effort by an interdisciplinary team of approximately 10 experienced staff people over a 5 day period.
The special audit team will be comprised of NRR staff experienced in the following review areas: Reactor Systems, Plant Systems, Instrumentation and Control Systems, Structural Engineering and Quality Assurance. Where appropriate,'those assigned to the QA audit team should be the regular assigned ABWR systems reviewer.
The audit team will be ic:d by the senior LQAB representative with the ABWR project manager as the Assistant Team Leader. The audit will be preceded by a short
