In at.cordance with the provisions of 10 CFR 50.90 as required by 10 CFR 50.59(c)(1), Georgia Power Company (GPC) hereby proposes to amend the Vogtle Electric Generating Plant Unit 1 Technical Specifications, Appendix A to Operating License NPF-68.

The proposed changes would revise the corporate and plant organization descriptions.

Enclosure 1 provides a detailed description of the proposed changes and the circumstances necessitating the change request.

Enclosure 2 details the basis for our determination that the proposed changes do not involve significant hazards considerations.

Enclosure 3 provides page change instructions for incorporating the proposed changes. The proposed revised technical specification pages follow Enclosure 3.

Payment of the required filing fee is enclosed.

In accordance with 10 CFR 50.91, Mr. J. L. Ledbetter of the Environmental Protection Division of the Georgia Department of Natural Resources will be sent a copy of this letter and all applicable enclosures.

Performance and Analysis to Manager-Nuclear Performance and Radiological Safety.

This revision reflects a change in the reporting responsibility of the corporate Radiological Safety organization. This organization formerly reported to the Manager-Engineering and Radiological Safety (now the Manager-Engineering, Maintenance, and Outage Planning). The purpose of this change is to more closely align the Radiological Safety organization with the operating responsibility of the plants. At Plants Hatch and Vogtle the Health Physics and Chemistry groups are a part of I

the operating organizations reporting to the Plant Managers, while engineering is separate from operations and reports to the Plant Support Managers. The change to the corporate organization makes it more consistent with the plant organizations in that Radiological Safety is shifted from engineering to a functional unit more closely aligned with operations.

PROPOSED CHANGE 2 On Figure 6.2-2 add the new position of Outages and Planning Manager reporting to the Plant Support Manager.

Delete the Unit 1 Planning, 1 Scheduling, and Work Control Methods Superintendent. Change the title for the Maintenance Superintendent III position to Manager Maintenance.

Add the new position of Manager Health Physics and Chemistry, who has authority over the Health Physics Superintendent, the Chemistry Superintendent, and the new position of Technical Support Health Physics / Chemistry Superintendent.

REQUEST TO REVISE TECHNICAL SPECIFICATIONS MSIS FOR PROPOSED CHANGES BASIS The new position of Outages and Planning Manager provides a higher level of management oversight to work control and outage planning. The position of Unit 1 Planning, Scheduling and Work Control Methods Superintendent still exists and reports to the Outages and Planning Manager. The shifting of the outages and planning functional unit from the Plant Manager's to the Plant Support Manager's responsibility places it in a more appropriate organization and allows the Plant Manager to focus on and devote more attention to operating activities. The change in title from Maintenance Superintendent III to Manager - Maintenance is an upgrade of the position and does not affect the duties and responsibilities of the position. The new position of Technical Support Health Physics / Chemistry Superintendent is added to assume responsibility for support functions previously performed by the Health Physics and Chemistry groups. This change allows the Health Physics and Chemistry personnel to devote their full attention to plant operating activities. J Addition of the Manager-Health Physics and Chemistry provides a higher level of management oversight and ensures full coordination and communication between subordinate groups. The above changes are consistent with the NRC-approved organization in place at Georgia Power Company's Plant Hatch.

ENCLOSURE 2 PLANT V0GTLE - UNIT 1 NRC DOCKET 50-424 OPERATING LICENSE NPF-68 REQUEST TO REVISE TECHNICAL SPECIFICATIONS 10 CFR 50.92 EVALUATION In accordance with 10 CFR 50.92, GPC has evaluated the attached proposed amendment to the Plant Vogtle Unit 1 Technical Specifications and has determined that operation of the facility in accordance with the l proposed amendment would not involve significant hazards considerations.

The basis for this determination is as follows:

PROPOSED CHANGES Revise Figure 6.2-1 "Of f-Si te Organization", Figure 6.2-2, " Plant Organization", and Page 6-6 as described in Enclosure 1.

1 BASIS GPC has reviewed the proposed changes to the corporate and plant organization descriptions and has determined that the proposed changes do not involve significant hazards considerations. In support of this conclusion the following analysis is provided:

1. The proposed changes do not significantly increase the probability or consequences of an accident previously evaluated. The changes are strictly administrative and have no effect on the design, operation, maintenance, or testing of the plant. Plant response to previously analyzed failures and malfunctions will therefore be unchanged.
2. The proposed changes do not create the possibility of a new or different kind of accident than any accident previously l evaluated. Because the proposed changes are administrative in nature, they do not create any new operating configuration or failure mode. A new or different kind of accident could therefore not result.
3. The proposed changes do not significantly reduce a margin of safety. The changes are intended to assure that plant operation and maintenance activities will be performed at the highest '

possible level of competence. Since the changes represent organizational enhancements and do not involve any physical alteration of the plant or changes to operating parameters or i setpoints, margins of safety are not reduced.

REQUEST TO REVISE TECHNICAL SPECIFICATIONS 10 CFR 50.92 EVALUATION CONCLUSION Based on the preceding analysis, GPC has determined that the proposed changes to the Technical Specifications will not significantly increase the probability or consequences of an accident previously evaluated, create the possibility of a new or different kind of accident from any accident previously evaluated, or involve a significant reduction in a margin of safety. GPC therefore concludes that the proposed changes meet the requirements ,0f 10 CFR 50.92(c) and do not involve significant hazards considerations.
