1 In response to your request of May 18, 1987, Duquesne Light Company is performing an Operational. Assessment of Beaver Valley Unit

The assessment will take special inputs from selected groups involved-in the Power Ascension Test Program.

The purpose of the program is to monitor the attributes of operational readiness for safe and reliable station operations.

The assessment will be conducted with special inputs from normal in-place station programs which involve Onsite. Safety Committee, Independent Safety Evaluation

Group, Unit Off-Normal Reporting, Incident Reporting, LER Reporting System, Scram Reduction Program, Trend recording, station logs, Test Completion Reports, Operations QA Assessments and Non Confcrmance Reports.

Areas to be evaluated are as follows:

Organizational interfaces Plant configuration control e

Procedural adequacy and compliance e

Teamwork and communications e

Operations Quality Assurance surveillance effectiveness e

Responsiveness and timeliness of. engineering and construction support services Control room operations and effectiveness of training e

Adequacy of design based on test program, t6chnical

Duquesne Light recognizes the importance of Senior Management involvement in this self assessment.

The activities of those groups involved in the Beaver Valley Unit 2

self assessment will be evaluated weekly by senior management and unit management as follows:

Manager, Quality Assurance General Manager, Nuclear Engineering & Records Unit Manager, Nuclear Safety The Beaver Valley self assessment will continue through the completion of the Power Ascension Program to 50% power level.

At

that, Duquesne Light will prepare and submit a report to the Nuclear Regulatory Commission including the Beaver Valley Unit 2 overall assessment.

The report will identify any problems and corrective actions implemented or recommended.
