Haddam Neck Plant Response to Resident inspection 50-213/87-08 This letter is in response to concerns over commitments expressed by you in the transmittal letter for Resident Inspection 50-213/87-08 dated May' 19,1987. In that letter you requested that we inform you of planned actions to: 1) identify 1
previous commitments which may not have been properly implemented, and 2).
assure implementation of all future commitments.

Commitment Tracking and Implementation Connecticut Yankee Atomic Power Company (CYAPCO) considers that its historical performance in the implemention of commitments has been below a level that is considered acceptable. This problem was self-identified previously, and efforts are currently underway to improve commitment tracking and implementation.
The focus of the commitment tracking upgrade will be on improving the link between our commitment tracking and work assignment systems.
Currently, there exists no formalized or centralized system to integrate these two functions.
The upgrade effort will include a means of integrating the commitment tracking and work assignment systems.
Another aspect of the upgrade will involve increased emphasis on accurate identification of commitments in correspondence with the NRC. This coupled with the integrated tracking and work assignment system is expected to provide station management with irnprovements that are necessary to achieve the desired performance levelin commitment implementation.

Nuclear Regulatory Commission B12578/Page 2 July 1,1987 Previous Commitments As part of our planned upgrade of commitment tracking and implementation, we intend to review the adequacy of implementation of a random sample of previous commitments. This is intended strictly as an internal review process and no future correspondence on this effort or its results is planned.
In summary, we expect the actions outlined in this letter to significantly improve the performance of CYAPCO in commitment implementation.
