ANSWER TO NEW ENGLAND COALITION ON NUCLEAR POLLUTION'S MOTION TO COMPEL In its Motion to Compel filed under date of June 15, 1987, New England Coalition on Nuclear Pollution (NECNP) seeks to compel answers to two interrogatories regarding Applicants' Personnel Resource Assessment Summary (Summary).
Applicants oppose NECNP's Motion.
Interrogatory 16 requests information regarding Applicants' plans for continuing work on the personnel resource assessment program described in the Summary.
Applicants fully responded by indicating that they intended to continue work on the personnel resource assesment program, including " maintaining an open dialogue with key 8707070088Bhh43 PDR ADOCK O PDR SOD j
persons from various organizations so that any pertinent information on personnel availabilties may be incorporated as it is made available."
NECNP states that Applicants' answer is " vague and misleading", and claims that Applicants' response implies that the State of New Hampshire is responsible for personnel resource assessment.
Applicants' answer merely conveys Applicants' intention to provide support to the State of New Hampshire through their personnel resource assessment program.
NECNP's argument is simply a red herring.
Applicants attach Attachments A and B in response to the document request.
Attachment A supplies corrections to the Summary.
Changes on each page are denoted by a vertical "bar" located in the right margin opposite the line changed.
A search for other responsive documents is continuing.
Interrogatory 17 reads as follows:
Please provide the names, titles, and work and home addresses of all personnel who are listed as "Available" in Table 3.1-3, entitled " Overview of Personnel Requirements for State Agencies Required to assist Municipalities Unable to Respond to an Emergency," Section 3 of the Personnel Summary, page 1 of 3.
For each individual identified above, please provide the following information:

Has that person been assigned to a specific local emergency response function?
If so, what are his or her responsibilities?

Was the training focused-on the individual's specific repsonsiblities?
Applicants objected on the grounds that the information i
requested sought a level of detail beyond that required by pertinent regulations.
Since Applicants are not required to provide that level of detail to be in conformance with the regulations, that information, contrary to NECNP's argument, is not relevant to this litigation.
Similarily, the detailed information requested is not within the scope of NECNP's contentions.
In its Motion to Compel, NECNP attempts to relate the information sought in interrogatory 17 to NECNP contention NHLP-2.
Yet that contention, as well as the personnel resource assessment program and the Summary itself, addresses the issue of whether there are a sufficient number of personnel available to provide an adequate response to a radiological emergency.
The information sought by NECNP in interrogatory 17 relates to the intricacies of the implementation of an evacuation plan

'in NHRERP, Rev. 2, Volume 4 Appendix 1.
(2) 27 personnel available to the Rockingham County Sheriff's Department are required to manage the two State Transportation Staging Areas and to staff-local transportation areas in towns requiring State assistance, and to pro-vide communications at the Rockingham County Dispatch Center.
Approximately 27 additional personnel are required to staff (i.e., act as runners, status board keepers, etc.) the two State staging areas.
The State is presently identifying pools of personnel to staff these positions.
(3) The 47 personnel available to the Rockingham County Sheriff's Department consist of 17 Sheriff's Deputies and.10 dispatchers made available per discussions with Rockingham County Sheriff's Department and approximately 20 personnel made available from contiguous counties' sheriff's depart-ments.

You may recall we limited our driver pool candidates to those working in other than District 6, as we felt the District 6 people would perform the traffic control function with more remote crews in the District providing the shift relief for adjacent crews.
I had tentatively thought the Hampton Turnpike crew would be in the first responder category with the Turnpikes crews in Dover Hooksett and Merrimack providing relief for the District 6 and Hampton Turnpikes staff performing traffic control.
Frankly this was unilateral planning on my part and not shared in depth with Peter Carlson, certainly it is now timely to develop that strategy or others.
I am sharing a copy of this lettse and your memo regarding Emersency Driver Pool Listings with Paul Laflam, Director of Operations.
Paul's supervisory responsibility includes the Turnpikes Bureau and Maintenance District operations.
Because I assumed other Department duties in February Paul should be considered the primary contact with regard to emergency operation metters.
I'll continue working with Paul to insure the Department's role in the Seabrook evacuation planning is realised.
