. EXHIBIT 7 AFFIDAVIT OF KAREN STAPELFELDT

1. My name is Karen Stapelfeldt. I am a New Hampshire resident and a research technician with Salmon Falls Research Associates. Salmon Falls has been engaged by the Massachusetts Department of the Attorney General to assist in the litigation over the Seabrook Station. I am engaged in some of that work by evaluating the Applicants' sheltering study for four New Hampshire seacoast towns.
2. On the morning of November 4, 1987, I learned from a radio broadcast that tests of a helicopter-mounted alerting system would be conducted over Seabrook Station that day. On my own initiative, I drove to Seabrook to witness the tests that afternoon.
3. I first drove to a large shopping center along Route 1 in Seabrook. I saw a helicopter in the vicinity of the Seabrook Station but could not hear anything because of road noise.
4. I then drove to the back of the shopping center. The road noise was less intense, but the helicopter had fallen behind the trees.
5. I then drove onto the marsh at the end of Farm Road and stopped my car. I was approximately 3/4 mile from and in a direct sight line of Seabrook Station as indicated in the attached map. Within 100 feet of me were two men next to a van observing the helicopter tests. They were using walkie talkies, binoculars and a spotting telescope and were taking notes on a clipboard.
