Dear Mr. Davis:
This letter is in response to the inspection conducted by Mr. James Foster and others of the Emergency Preparedness and Radiological Protection Branch on April 28-30, 1987 of activities at LaSalle County Station.
Reference (a) indicated that one weakness was identified. You required that we advise you within 45 days of the date of Reference (a) of the corrective actions we have taken or plan to take regarding these weaknesses including estimated dates of completion.
Commonwealth Edison's response to the item identified in Reference (a) is enclosed as an attachment.
If you have any further questions on this matter, please direct them to this office.

The post-accident sampling team failed to adequately demonstrate precautionary actions and show increased awareness for Health physics contamination control during the performance of a High Radiation Sampling System sample.
RESPONSE
Exercise Supporting Objective 3)d.: Demonstrate the ability to collect and conduct analysis of air and liquid samples on-site via HRSS.

Response: Although the supporting objective of collecting and conducting analysis of air and liquid samples via the HRSS was adequately demonstrated, the contamination control techniques of the personnel performing the sampling may not have been acceptable had the sample been highly contaminated.
The Radiation / Chemistry Technicians that perform the HRSS sampling receive initial training and periodic retraining on contamination control techniques. The radiation levels encountered during the drill did not warrant the use of protective clothing and the technicians had no indication that contamination would be a major concern.
To adequately demonstrate contamination control and the use of protective clothing, the scenario of the November 5, 1987 Health Physics drill will incorporate possible airborne contamination conditions. The NRC will be invited to observe this drill.
