the areas of emergency detection and classifications, protective action
recommendations, notification and communications, staffing and
augmentation, health physics, operations, and emergency response

Followup on Previous inspection Findings
(Closed) Deficiency 482/8704-03, Telephone Access Codes: Access codes for
making appropriate calls had been included in the Radiological Emergency
Telephone Directory.
(Closed) Deficiency 482/8704-05, Telaphone Communicator Training:
Formal
classroom lesson plans had been developed and emergency response communi-
cator personnel had received classroom and hands on training.

The following program areas were inspected. The inspection included
interviews with cognizant individuals, observation of activities, and
record reviews.
The depth and scope of these activities were consistent
with past findings and with the current status of the facility.
Except as noted, the inspection revealed no violations, deviations,

deficiencies, unresolved items, or open items.

Notifications and communications procedures _were~ inspected to determine
the licensee's compliance with 10 CFR 50.54(q), 10 CFR 50.47(b)(6), 10 CFR
Appendix E.IV.E.9, and Technical Specification 6.8.
Technical Specification 6.8, " Procedures and Programs," states, in part,
I
that written procedures shall be established, implemented, and maintained
covering emergency plan implementation.
A review of communication records for selected communication checks
revealed that records for the period Jtnuary through March 1987
apparently were missing.
This is an apparent violation of Technical Specification 6.8.

Shift Staffing and Augmentation 82205
Emergency response personnel notification procedures were inspected to
determine the licensee's compliance to 10 CFR 50.54(q),
10 CFR 50.47(b)(2), and Technical Specification 6.8.
The NRC inspector requested that an unannounced test be conducted to
determine the availability of the non-responding communicators
(Communicators). The Communicators were divided into two teams of three

each. The licensee representatives attempted unsuccessfully to contact
the primary, secondary, and tertiary Communicator from each team.
(One
person was contacted following approximately 40 minutes of calling.)

This is an apparent violation of Technical Specification 6.8.

The NRC inspector met with the NRC resident inspectors and licensee
representatives denoted in paragraph 1 on June 5, 1987, and summarized the
scope and findings of the inspection as presented in this report. The NRC

inspector summarized licensee commitments for immediate corrective action
on the apparent violations:

Key emergency personnel (five) and the A, B, C, and D communicators

(four) would be issued pagers on June 5, 1987.

Procedures were to be issued on June 5, 1987, detailing the method to

be used for contacting all personnel on pagers.

re-issuing pagers to key personnel.
