Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company.
(GPC) submits the enclosed information in response to NRC Inspection Report 50-424/87-30, which concerns the inspection conducted by Mr. F. N.
Wright of NRC Region II ori April 28 - May 1,
1987.
Two apparent violations were cited in the Notice of. Violation included in the' subject inspection report.
A copy of this response is ' being provided to the NRC Region II office.
In each enclosure, transcription of the NRC violation precedes GPC's response.

NRC NOTICE OF VIOLATION 87-30-01 AND GPC RESPONSE VIOLATION 50-424/87-30-01:

"10 CFR 20.201(b) states that each. licensee shall make such surveys as may be.necessary for the licensee to comply with the regulations in Part 20 and are reasonable under the circumstances to evaluate the extent of radiation hazards that may be present.
10 CFR 20.203(b) requires a licensee to post each radiation area with a conspicuous sign or signs bearing the radiation caution symbol and the words:
Caution, Radiation Area.
A radiation area is defined, in 10 CFR 20.202(b)(2), as any area, accessible to personnel, in which there exists radiation, originating in whole or in part within licensed material, at such levels that a major portion of the body could receive in any one hour a dose in excess of 5 millirems, or in any five consecutive days a dose in excess of 100 millirems.
Contrary to the above, during April 1987, the licensee did not make such surveys as were necessary to identify and post a radiation area in the Equipment Storage Room (RA-27).
An individual, if continuously present there, could have received a dose of six millirem in any one hour.

When the violation was identified on April 28, 1987, the plant was escalating in power from 23% to 72% reactor power at approximately 8%
power increase per hour.
The plant was initially posted in accordance with the predicted dose rates contained in FSAR Section 12.3.
Area iisse rates were then verified by surveys during low power operation and the postings were modified appropriately to reflect the surveys performed.
The failure to survey the area of concern is jointly attributed to inadequate work planning and coordination.
Corrective steos which have been taken and the results achieved:
Room RA-27 of the Auxiliary Building was immediately surveyed and posted in accordance with Procedure 00930-C,
" Radiation and Contamination 4
Control".
A review was conducted to determine if any other areas with dose rates differing from those specified in FSAR Section 12.3 should have been surveyed.
The appropriate areas were surveyed and posted.
HP personnel have been re-trained in 10 CFR 20 and HP procedural requirements with regard to the frequency of conducting surveys.
Additional HP technician positions have been approved and GPC is actively pursuing filling these positions with qualified and experienced personnel to support survey activities.
l Corrective steos which will be taign to avoid further violations:
Procedure 00930-C is being revised to increase the emphasis on surveying and posting of areas where the potential exists for radiation to exceed 10 CFR 20.203(b) requirements.
This revision is expected to be complete by July 24, 1987.
Date when full como11ance will be achieved:
The immediate surveying and posting of the subject area has placed us in compliance.

"10 CFR 20.401(b) requires a licensee to maintain records showing the results of surveys required by 10 CFR 20.201(b).
10 CFR 20.201(b) requires a licensee to make such surveys as may be necessary to comply with the regulations of 10 CFR 20.
Contrary to the above, the licensee did not maintain records of radiation 2
surveys required by 10 CFR 20.201(b) that were made April 28, 1987, in I
the Equipment Storage Room (RA-27).
I This is a Severity Level V violation (Supplement IV)."

The event occurred as stated in the inspection report.
Reason for the violation:
HP personnel failed to follow Procedure 00930-C,
" Radiation and Contamination Control", with regards to documenting required radiation surveys.
Corrective steos which have been taken and the results achieved:
The subsequent surveys of Room RA-27 were documented in accordance with Procedure 00930-C.
HP personnel have been made cognizant of this violation during shift briefings and have been counseled on proper survey i
techniques and documentation requirements.
Corrective steos which will be taken to avoid further violations:
The above steps should prevent recurrence of this violation.
