to bring before us this morning.

6 Before I ask the Secretary to lead us through that 7

item, do any of my fellow Commissioners have any remarks to 8

make?

The item is SECY 87-99 entitled, "A Final 12 Rule to Modify the Requirement, the Power Reactor Licensee to 13 Maintain Property Damage Insurance."

L 14 In this paper the Commission is being asked to l

15 approve a final rule for the publication of the Federal 16 Register.

The rule amends 10 CFR 50.54W to require utilities 17 to maintain 1.06 billion in onsite property insurance, to l

18 provide financial security for the stabilization and 19 decontaminating their license to reactor in the event of an 20 accident.

21 All Commissioners have approved the final rule, and 22 have agreed with the OGC approach to establish a trust 23 arrangement to provide greater assurance of availability of 24 funds for decontamination following the accident.

4 25 Commissioner Asselstine, while approving, would have

1 preferred an additional modification which would set an 2

absolute minimum of 1.06 billion even if capacity fell below I

3 that amount and would have provided for periodic review by the

staff on the amount of insurance required.
