Notice is hereby given that the Director, Office of Nuclear Reactor Regulation, has issued a Director's Decision concerning a Petition dated November 7, 1986, i filed by Terry J. Lodge on behalf of the Sunflower Alliance, Inc. (Petitioner).

The Petitioner requested that the Nuclear Regulatory Commission (NRC) issue an l order to show cause why the operating license for the Perry Nuclear Power Plant, Unit 1, should not be modified or revoked on the basis of alleged emer-gency planning deficiencies. The operating license for Unit I of the Perry facility was issued on November 13, 1986 to the Cleveland Electric Illuminating Company,.et al. On February 25, 1987, the NRC notified the Petitioner that i

this matter would be considered pursuant to 10 CFR 92.206.

The Petitioner raised a number of offsite emergency planning issues, including the adequacy of (1) Geauga County reception / congregate care centers, (2) emer-gency planning commitments of local area school districts, (3) bus driver response, and (4) Ashtabula County Medical Center. The Director has now detennined that the Petitioner's request should be denied for the reasons l explained in the " Director's Decision Pursuant to 10 CFR 2.206" (DD-87-15 ),

A copy of the decision will be filed with the Secretary for Cocinission review in accordance with 10 CFR 92.206(c). As provided in 10 CFR 92.206(c), the cecision will become the final action of the Comission twenty-five (25) days after issuance, unless the Comission on its own motion institutes review of the decision within that time.
