We forwarded your letter requesting an interpretation concerning alteration of certified material test reports (CMTRs) to our legal department. Their review detennined that removing the name of the company listed under the " Shipped To" heading and inserting the name of your company is prohibited by the Commission's regulations.

The competing interests of material traceability and nondisclosure of proprietary information were considered in reaching this conclusion.

Your statement that i

unaltered CMTRs are available at your facility and provide traceability was considered in the review.

However, the fact that several other material j

suppliers ~recently went out of business was also considered.

If your company were to go out of business, the traceability available through your files would be lost. The risk of losing traceability is considered unacceptable.
