SUBJECT:
FEES FOR LICENSING ACTIONS ISSUED IN CONJUNCTION WITH TRANSFER OF REGULATORY AUTHORITY TO THE STATE OF ILLINOIS Effective June 1,1987, Illinois became an Agreement State. One hundred and thirty-three (133) active NRC licenses issued to licensees in the State of Illinois prior to the Agreement authorized places of use in Illinois as well as in states or territories under NRC jurisdiction (see attached list).
In order to transfer the Illinois portion of the licenses to the State and retain the portion that would remain under NRC's jurisdiction, the Region III Licensing staff modified each of the existing licenses to create one authorizing use within the State of Illinois and one authorizing use in areas under NRC jurisdiction. The modified licenses authorizing use in Illinois were assigned the same license nunter as the existing licenses, but with the suffix 'IL' added, and were transferred to Illinois (refer to Bruce Mallet's June 2,1987 letter to the State, copy attached). NRC retained the modified licenses authorizing use in areas under URC jurisdiction.
Since the licensing actions were initiated by the Licensing staff in order to accomodate the Agreement with Illinois, and since the actions were taken without applications being filed by the licensees, fees were not required for the licensing actions.
