Radiological Action Plan
Dear Sir:
This letter transmits for information the Pilgrim Nuclear Power Station (PNPS) Radiological Action Plan (RAP) as described in the PNPS Restart Plan.
In addition, Appendix 7 of the PNPS Restart Plan which presents the summary status of each action item in the RAP is attached.
It should be placed behind Tab Number 7 in the PNPS Restart Plan, Volume 2, Rev. 1 which was transmitted to you on October 26, 1987.
The RAP establishes a program to further improve the radiological controls at Pilgrim Nuclear Power Staticn.
The RAP addresses the results of radiological self-assessments conducted by Boston Edison Company and experienced consultants from the industry.
A detailed schedule of implementation is included in Appendix 7 of Volume 2 of the Restart Plan.

v OVERVIEW l
The Boston Edison Company is committed to achieving excellence in the operation of the Pilgrim Nuclear Power Station (PNPS).
An essentia element of that operation is radiation protection.
Since February 1985, Boston Edison Company has been involved in an evolutionary process of upgrading radiological controls at l
PNPS.
That process is described in three major plans, the Radiological Improvement Plan (RIP), the Restart Plan and the l
Material Condition Improvement Action Plan (MCIAP).
These plans have resulted in substantial improvements as follows:

radiological group organization restructured and expanded o
Radiation worker and general employee training improved o
External exposure control improved o
Respiratory protection program improved o
Internal exposure control improved o
Radiological surveillance program improved o
Radioactive waste management improved o
ALARA program established and expt.nded o
Facilities and equipment modified o
Procedures reviewed and revised o
Management oversight initiated o
Corrective action system improved Boston Edison management recognizes, however, that as extensive as these improvements have been, that a process resulting in continuing improvement is necessary in order to achieve and sucitain excellence.
The Radiological Action Plan (RAP) is the final element of the programmatic improvements made to date and is designed to be the on-going mechanism which enables continuing improvement in radiation protection.

't PROGRAM DEVEI4PMENT
. In. order to validate the upgrade of the radiation protection program at the station, key members of management performed a self-assessment of the practices, procedures and overall effectiveness ' of: the program and the. attitude of the entire j
company toward attaining radiological excellence.
The assessment was conducted by reviewing historical data in the form- 'of reports of evaluations by internal and external organizations, by performing reviews of current
- trends, monitoring in-process
- work, auditing existing processes, interviewing or surveying radiation workers and health physics technicians and observing the concerns and priorities of company managers.
The results of the assessment dictate two conclusions:
a.
Station practices, processes and procedures involving radiation protection, although in some cases administratively cumbersome, are comprehensive and adequate to provide a
well-monitored and safe radiological environment, both on and off site.
b.
The recurring nature of many radiological problems and apparent insensitivity of many nuclear organization individuals toward them are caused primarily by a lack of awareness of radiological issues and concerns.
A Radiological Action Plan has been developed with both short and long term actions:
a.
Short term actions (prior to plant restart) are intended to further increase radiological awareness and turn around marginal attitudes toward the radiation protection program, b.
Long term actions are intended to further strengthen radiological awareness, processes and procedures (programs and physical plant) in the following areas:
Formal standards for the conduct of radiological work.
Planning of radiological work.
Control of radiological work.
Accountability of supervisors and managers for the adherence to radiological standards, plans and controls.
